On Wednesday, October 29, 2025, OEA testified in opposition to House Bill 473, sponsored by Representative David Thomas (R-Jefferson). The bill would prohibit public employers from paying any portion of an employee’s pension contribution to a state retirement system. You can read OEA’s opposition testimony to HB 473 here.
HB 473 is an attack on the collective bargaining rights of Ohio’s public employees. A prohibition on this type of compensation narrows the scope of bargaining and creates needless disruption for locals who have bargained a pension pickup. This would lead to labor disputes. OEA was joined in opposition by other labor allies such as the Ohio Federation of Teachers, the Ohio Association of Professional Firefighters, and the Fraternal Order of Police of Ohio.
Another argument against the bill is that it would increase costs to taxpayers just to pay an employee the same effective pay rate. If pension pickups are no longer permissible, salaries would need to increase to avoid a de facto pay cut. However, increased salaries also increase other costs to the public employer (employer pension contributions, Medicare taxes, and other salary-based payments).
Urge your state representative to oppose House Bill 473 and reflect how this issue affects you and your school district.

OEA-R members should look for an email and/or a postcard “Vote now in the OEA 2025 Elections” from “Ohio Education Association <help@yeselections.com>”.
Everyone will get a postcard, envelope or an email with an explanation and instructions for requesting a paper ballot.

The email and the postcard or letter provide an “Election Code” and a “Voting PIN” along with a link to the voting page. If your ballot has not been placed in the US mail by October 15, please vote online no later than 5:00 PM on October 21, 2025.

Thisis an opportunity to voice strong opposition to the STRTS takeover. Importantly there are legislators who are talking about “future pension reform” that could put our future COLAs in greater jeopardy. It’s never been more important for legislators to feel our presence and know of our concerns. |

| On September 16, 2025, active and retired members of OEA, OFT, and AAUP filed a lawsuit in the Franklin County Court of Common Pleas challenging House Bill 96’s elimination of educator representation on the STRS Board. On behalf of the nearly 120,000 OEA members, retired members Kevin Cain and Becky Brown, and other active STRS-contributing educators from OFT and AAUP are serving as plaintiffs.

These actions are part of a broader pattern of political attacks on public education and educators by the majority party in Columbus—underfunding public schools, weakening contract safeguards, silencing higher ed faculties, and eliminating elected State Board of Education members.
